Thomas Hobbes And The New Iraq

So we see Iraq today.  The promise of Democracy, handed on a platter and paid in the blood of our fighting men and women, has been smashed and trodden under foot.  More Iraqis died in the previous month then in any time since combat operations were supposed to have ended.  Last month saw a new record in IED attacks on our troops.  Last month, and the month before that as well, an average of one hundred Iraqis were killed every day in terror and criminal attacks.  What we see is the reduction of humanity from post-modern civilization to basic Hobbesian determinism, where life is "nasty, brutish and short."
Reporters for Newsweek and Time magazine, as well as Fox News and others have discussed the particulars in detail.  Bodies show up almost daily in Baghdad with signs of torture, and especially holes caused by electric drills.  Shiite militias under the guidance and protection of government members operate in the open without fear from the U.S. or Iraqi Armies.  Shiite death squads are known to be operating alongside forces from the Ministry of Security, and are believed responsible for the disappearances of Sunni civilians.  Sunni insurgents conduct daily retaliatory attacks on Shiite Mosques, marketplaces and neighborhoods.  Observers in Iraq and this country, including Bill O'reilly, have called the situation "a low level civil war."
The promise of a successful outcome to our endeavor seems more distant then ever.  Yet when looking at experiments with democracy in other Third World countries, it doesn't seem so surprising.  "In Tunisia, we have a twenty-five percent unemployment rate.  If you hold elections in such circumstances, the result will be a fundamentalist government and violence like in Algeria.  First create an economy, then worry about elections" is what a student told respected military correspondent Robert Kaplan several years ago.  This pattern of elections followed by despotism or violence has ben observed in Algeria, Congo, Sierra Leone, Haiti, Venezuela and most recently in the Palestinian Authority.  Kaplan goes on to say : "History has demonstrated that there is no final triumph of reason, whether it goes by the name of Christianity, The Enlightenment, or, now, democracy.  To think that democracy as we know it will triumph-or is even here to stay-is itself a form of determinism driven by our own ethnocentricity."
There is no doubt that our President and others in the administration will continue to point at some of the positive things that have happened, while brushing over the things that have gone wrong.  While denial may play on an evening news soundbite, it does NOTHING to ameliorate the situation.  Clear eyed, realistic and unsympathetic policy review is what is needed now before Iraq is truly lost for good.  The following questions need to be asked...

1.  Is Democracy a realistic option here?  What can be expected if the population wants victory over their tribal enemies more then they want peace?  Should we prepare for a more authoritarian government in Iraq that can contain the violence?

2.  Why are militias still being allowed to operate?  According to military historian Professor Martin Van Creveld  "Once the legal monopoly of armed force, long claimed by the state, is wrested out of its hands, existing distinctions between war and crime will break down..."

3.  How can we best defeat the aims of Iran in this region?  Should we give more support to Sunni and Kurdish groups in the event that Iraq becomes partitioned?

4.  Do we need a new Secretary of Defense?  Why did we invade with so few troops to begin with (and thereby lose control of the population immediately)?  Do we need to send more troops IMMEDIATELY to gain control of the situation NOW before it spirals further out of control?

5.  At what point do we decide if the situation is well and truly lost beyond recovery?  What do we do then?

We have a limited amount of time in which to act.  As bad as things are now, they can get much, much worse, and especially if we were to just pull out summarily.  We are stuck with this situation of our own creation, yet I believe there is still some chance to affect an outcome that we can live with.  We need Iraqi politicians who aren't corrupt or dealing in back alley murders.  We need a coherent and realistic policy.  We need leadership with the guts and vision to admit past mistakes and then make the necessary changes.  We need these things very soon.  Our men and women who have been wounded and killed in this endeavor deserve no less.

Swimming With Dolphins

We have known for years that Israel is an undeclared nuclear power.  We know that Iran (and others) have made little pretense at trying to appropriate nuclear weapons technology for their own strategic considerations.  Up to this point, little attention has been paid in the media as to exactly HOW nascent nuclear powers intend to deliver their chosen weapons from point A to point B.  North Korea stands as the sole exception to this by virtue of its perpetual adolescent posturing.
Israel has had over thirty years to work out the details of its nuclear deterrence strategy, and seems to have emulated the Triad model adopted by the United States, the former Soviet Union and France.  This entails basing strategic weapons on land, sea and aerial delivery platforms to maximize survivability in the event of a first strike from an antagonist and thereby ensure a credible retaliatory strike can be launched.  This is the concept of MAD, or Mutually Assured Destruction that most of us grew up with.  I can remember practicing "duck and cover" bomb drills in primary school, and I'm sure many of you can remember this as well.  A new generation of Israeli children are growing up with bomb shelter experiences, only they aren't drills.
Israel has relied on aircraft and Intermediate Range Ballistic Missiles, or IRBM's as primary nuclear delivery platforms from 1970 until recently.  These include fighter-bombers such as the ubiquitous F-16, the outstanding F-15 Eagle and the aging but capable A-4 Skyhawk.  The IRBM force is some 50 Jericho I missiles based on a French design from the 1960's, and about 50 Jericho II missiles developed in cooperation with the U.S., and similar in many respects to the Pershing missile deployed by NATO during the 1980's.  Their ranges are about 500 and 1,500 km respectively, with a 1,000 yard CEP (circular error probability).
The final leg of the Israeli Triad is being built as we speak, in the German shipyards of Thyssen Nordseewerke and Howaldtswerke-Deutshe Werft.  Israel has already taken delivery of three new "Dolphin" class fast-attack submarines based on the popular Type 212 class.  The delivery of two more submarines was given final approval last November, with much of the total cost being shouldered by the German government.  Three aging GAL class  submarines built by Vickers of England have been decommissioned, with at least two of the subs now in Kiel, Germany undergoing extensive refits and modernization prior to delivery back to Israel for recommissioning.
Here is where the mystery begins.  The Dolphin, and her sister ships Leviathan and Truncheon all have ten bow tubes for launching torpedoes and surface to surface missiles. However, four of the tubes are too big.  The standard size tube is 533 mm diameter, which is nominal for the U.S Mk 48 torpedo, as well as the Harpoon anti-ship missile and the DM2A3 torpedo carried on these vessels.  The remaining four tubes are 650 mm in diameter, which does not match any ordnance typically carried on a submarine with the possible exception of the Tomahawk cruise missile.  Interestingly,  Israel tried to purchase twelve Tomahawks in 2000.  The sale was denied by the Clinton Administration under provisions of missile nonproliferation law.
So, what are we to make of the mysterious launch tubes?  A number of security and military oriented websites, as well as the Los Angeles Times have reported a possible Submarine Launched Cruise Missile (SLCM) has been developed by Israel and tested in the Indian Ocean in 2002.  Unnamed U.S. and Israeli military sources say that targets as far as 1,500 km distant were successfully engaged.  It is widely believed that the missile is derived from the AGM-142 HAVE NAP "POPEYE" missile and has potentially been armed with a 200 kg nuclear warhead built around a 7 kg plutonium core.  An air launched variant known as HAVE LITE is also believed to be in production.  The maddening thing is, of course, none of this can be verified.  It is a collective "Best Guess" that Israel is understandably hesitant to talk about.  What it represents, if true, is an actual nuclear first strike option.  Iran is playing with fire by openly calling for the extermination of Israel while blatantly pursuing a nuclear weapons program. We know from past example that Israel will take unilateral and aggressive action to deny such a program from coming to fruition.  We may find out just what those tubes are for if this game continues.

Clausewitz, Israel and The New Primitives

The shadow of  Karl Von Clausewitz has loomed large over the past two centuries.  His classic "On War" has influenced military thought from the time of Napoleon to the modern day, and has seen a resurgence in popularity as of late.  His brutally realistic and unsympathetic approach to warfare calls for overwhelming force applied as directly as possible in the shortest amount of time.  Victory can usually be defined by the occupation and subdual of the opposing country, leading to a forced political arrangement upon the vanquished.  In Clausewitz's world, "War is politics by other means".
This brings us to present cases.  Israel's response to Hezbollah's provocations has been a model of Clausewitzian war, and therein lies the problem.  Until recent years, war has been a POLITICAL act between Princes and States.  Hezbollah does not control an independent and recognized State, and hence has no Prince or President with which legitimate negotiations may reasonably be conducted (owing to its objectionable ideology).  As Israel has discovered, capturing territories is irrelevant.  Hezbollah's territory is IDEOLOGY and PEOPLE, instead of physical property.  Applying overwhelming force, as would be normally and rightfully called for, has perversely enhanced Hezbollah and its standing throughout the Muslim world.
Hezbollah is part of the new breed of militias, road warrior cultures and terrorists that have taken up the call of Primitivism.  "Honor" and allegiances have been reduced to a basic, tribal state and coupled with an ideology of religious hatred.  Aggression, unfettered by any notion of civilized restraint, becomes the celebrated norm and results in self-reinforcing pleasure for the men who kill and maim for the glory of their tribal unit. 
In the world of Clausewitz, war is irrational in of itself, but is conducted by rational people towards an understandable purpose.  Force brings about a measurable response with an almost mathematic certainty.  But not any more...  The new Theory of War is emerging, and Dr. Martin Van Creveld at the University of Jerusalem has located the parameters.  War...is.  It needs no meaning or purpose, other then propagating itself at the pleasure of primitive and violent men.  Groups like Hezbollah and Hamas have found this new type of war to their liking, for WAR IS THEIR ONLY REASON FOR EXSISTANCE!  This is something that liberals, and much of the world, has failed to realize, and with tragically avoidable consequences.
Israel, meanwhile, has found itself in much the same predicament as the Army of The Third Coalition at Austerlitz in 1805, caught between the hammer of Napoleon's Grande Armee and the anvil of the Pratzenburg Heights.  Here and now, Israel is caught between an implacable, virulent ideology and its adherents on one side, with unrealistic world opinion, fed by Israel's battlefield missteps, on the other.  As Israel continues to apply force, it reinforces world opinion and more importantly, reinforces Hezbollah's position within Lebanon.  It is time for Israel (and us) to start thinking of how to deal with this new problem.  It is certainly time for liberals to realize that Islamo-Facsism isn't going to disappear if we "act nice".  Short of turning large sections of real estate into radioactive glass, bombing them doesn't seem to do much good either.  We need to think of something soon, because the Primitives aren't waiting.
